Honourable Nelly MUKAZAYIRE is the current Minister of Sports of the Republic of Rwanda. Beyond her mandate to develop and implement sports policy, Hon. Minister Mukazayire champions grassroots programs and inclusive sports. She also prioritises producing elite athletic talent and positioning Rwanda as a top competitor, as well as a leading organiser and host of sports events.

Mukazayire became Minister after serving as Permanent Secretary in the Ministry of Sports from September 2024. Previously, she served as Deputy CEO at the Rwanda Development Board, with a focus on tourism, exports, and investment. She also served as CEO of the Rwanda Convention Bureau, promoting international events in Rwanda, and spent 10 years as Deputy Chief of Staff at the Office of the President. 

Across these roles, she has consistently delivered measurable impact in public administration and economic management, demonstrating strong leadership and a sustained commitment to advancing Rwanda’s development objectives. 

Hon. Mukazayire holds a Master’s degree in Economic Policy Management and a Bachelor’s degree in Economics. 

The honourable Minister champions sportsmanship and promotes healthy, active living among citizens. She leads by example by actively engaging in and championing sports initiatives and activities across the country.

Honourable Rwego Ngarambe was appointed Minister of State in the Ministry of Sports on 20 December 2024. In this role, he supports the strategic leadership of Rwanda’s sports sector, with a focus on policy development, institutional strengthening, and international cooperation. 

Prior to his appointment, Hon. Ngarambe served as Director General for Sports Development within the Ministry of Sports, where he led national initiatives aimed at grassroots talent development, high-performance pathways, and the professionalisation of sports structures. His work contributed to the steady growth and increased organisation of Rwanda’s sports ecosystem.

Hon. Ngarambe holds a Bachelor’s Degree in Law and a Master’s Degree in International Sports Law from ISDE-Madrid. His academic background underpins a strong focus on governance, regulatory frameworks, and rights-based approaches to sports administration.

 He is committed to positioning Rwanda as a credible and competitive partner in global sport, while fostering a sustainable sports industry that supports athlete development, institutional capacity, and long-term socio-economic impact
